Hi Peeta, sympathies! A short cast was bad enough. Unfortunately after a couple of months in a long leg cast your knee WILL be very stiff and will take time to loosen up. If you're getting PT next week then wait for that And DO THE EXERCISES THEY GIVE YOU. Seriously, if they give you ten exercises to repeat ten times each, four times a day, do it. At the moment, just try to bend you knee, even if it only goes a few degrees. Try massaging the leg muscles in your upper leg as well.
Can't help much with the skin as I was moved to an Aircast boot after a couple of weeks (due to other problems with the cast) so never had to deal with really manky skin from being under a cast for ages. I'd suggest protecting the short cast and GENTLY rubbing at the skin with a damp face cloth or something? Then maybe some aqueous cream? Don't expect to be able to get rid of all the dead skin in one go. There are others on here with more experience of this aspect.

ORIF plate 18 June. Cast problems (allodynia) so boot from 25th but NWB.
25 July start PWB in boot, 7 Aug PWB without boot. 14th Aug few steps FWB.
9 Sept 10-steps jog 25 Sept: PT says go run!
