i don't know if my experience with malleolis can help.
i fractured my ankle and foot, then i discovered non union.
i had to be casted again but i was too scared to properly exercise the ankle so i recently refractured it and discovered that osteoporosis is really bad.

in my experience the 2 causes of nonunion were: insufficient immobilization and then insufficient wb. now i'm in cast but can put no pressure at all.

did you have a cast at the time? if not probably this explains why the fibula didn't heal.
fibula also bears a minimal part of body weight so there isn't pressure enough to stimulate the healing. i know that if you feel the bones moving they can't heal so i would ask a second opinion. nounion in that bone is quite common so they will help you
