I broke my ankle in 3 places around the same time as you, went from plaster cast to fibreglass after surgery a week later & noticed a huge difference in the cast weight.
Two weeks ago I was put into an aircast walker boot remaining non weight bearing, but the difference in weight from fiberglass again was massive. I would give anything to have that fibreglass cast back! Aching & throbbing pain has been back to post surgery levels. I've also started ankle stretching exercises.
However it is slowly getting better! I presume it is the bones knitting and just your body adjusting to the difference in weight. Hang in there, and just take your time with weight bearing. Unless your doc has had a broken leg b4 ( or 8 breaks!) he can't know exactly what sort of pain you are in.
I've also found that after 6 week, I'm at the stage now where I'm just fed up with pain & the inconvenience of this type of injury, so my pain tolerance has completely gone. You are probably in the same boat, so just take it easy and give yourself some time to adjust to this new cast.
