Welcome to the forum, and of course I'm terribly sorry about your broken leg. I also broke my tib and fib just above my ankle and recall the break as it was yesterday (dangling leg at an angle!)
I'm not a doctor (obviously) but I do remember my toes took a little while to completely bend, I do remember exercising and moving them up and down as much as I could within pain thresholds. My first physio was quite pleased with the range of movement and I put this down to my exercises I managed to do on a daily basis.
All the best with your adjustments and recovery, challenging more so than my story as my two are in their mid to late twenties and not babies or tiny tots. There are a few diaries and discussion entries by parents on this site who have had to cope with young children as well as dealing with a broken leg / legs, it's quite interesting reading!
